China People’s Police University


The China People’s Police University is designated very high risk for its affiliation with China’s Ministry of Public Security.

The China People’s Police University is an institution of higher learning devoted to training active duty police officers and firefighters in command and management as well as specialist technical officers. The curriculum is separated into two main streams, one for police officers and the other for firefighters. Its police disciplines include immigrant management, entry-exit and border control management, security intelligence, cyber-security, and political work. Its firefighting disciplines include firefighting engineering, electronic information engineering, and nuclear and biochemical fire control. ;

Defence and security links

On 2 August 2019, delegates from the National Engineering Laboratory for Fire and Emergency Rescue attended a specialist exchange meeting with Huawei on the topic of how 5G telecommunications technology can help China ‘be on guard against and resolve significant security crises.’

Noteworthy international collaborations

The China People’s Police University has an active program of international outreach. In September 2018, a delegation from the United Nations met with Hu Jianguo from the China People’s Police University to discuss a police training course.

The China People’s Police University held a signing ceremony for a cooperative agreement with France’s national fire college, the École Nationale Supérieure des Officiers de Sapeurs-Pompiers, on 16 November 2017. The agreement allows both institutions to send students, strengthen collaboration and research exchanges on matters relating to industrial fires, chemical fires and fires resulting from terrorist attacks.

On 24 September 2016, a delegation from Illinois State University delivered a well-attended presentation to the China Police University on matters relating to fire safety. The presentation looked at research on the rate of firefighter death and injury conducted by the Illinois Fire Service Institute as well as more technical details on special operations training projects.
