Hangzhou Dianzi University (HDU) is designated high risk for is high level of defence research.

HDU’s leadership is closely integrated with its defence research. Noteworthy international collaborations

In 2017, HDU established a base for foreign experts under the Chinese government’s Project 111 talent recruitment program. The Project 111 base is led by former university president and defence scientist Xue Anke.http://archive.fo/juwRL The base works on artificial intelligence and focuses on sensing and control for cyber-physical systems, which appears to overlap substantially with one of HDU’s official defence disciplines— pattern recognition and intelligent systems.
