The Naval University of Engineering (NUE) is designated very high risk due to its work on warship propulsion systems, submarine technology and naval weaponry.

Rear Admiral Ma Weiming has led the National Key Laboratory for Vessel Integrated Power System Technology to develop propulsion systems for aircraft catapults, electromagnetic weapons and satellite launches.
